Previously, on Secret Life of Dolls...
Edward was by the window (it was a cloudy day, so no sparkle) when Will began dragging in the command chair. He was preoccupied as Japan noticed what was going on, and then alerted Data, who quickly went over to help Will move the chair. He was otherwise engaged as the command chair was set up on the Shelf. But when he tried to go over to the Shelf to... not sleep, but relax, and was stopped by Riker telling him he needed to ask for permission to board the Shelf, he was more than a little curious as to what was going on.
"Well, I am... more than a little curious. What exactly is going on?"
"I understand that you haven't been trained in Star Fleet like Data or I have, or even in a regular army like Japan has. However, you should learn proper protocol for entering a place like this, and first you have to ask the commanding or highest ranking officer- here, that's me- for permission to come aboard."
Edward seems to be highly convinced that he's joking, that the command chair is just an interesting piece of furniture, and that Will can't possibly be serious, and he laughs a little. "I need to ask permission to come to my own home? Well, security certainly is tight." And he begins to properly walk on to the Shelf.
"I haven't yet given you my permission to come on yet."

Have you ever seen a real "say what?" face? Because Edward's wearing one now. "Excuse me?"
"It's not much, really. You just have to ask for permission to come on, and I'll grant it."
"Right. Aside from the fact that this isn't a ship, I don't need anyone's permission to get on to the Shelf."
Data decides to take this most opportune of moments to step into the conversation.
"Commander, Mr. Cullen does not yet know protocol for a Star Fleet starship... and he has been living here for some time. He probably feels like he has the right to be here, whether he follows protocol or not."
"He may feel that way Data, however, running this like a ship makes things easier for everyone- it makes it safer, more efficient, and no one can be exempt from this."
"And who decided to run this like one of your ridiculous star ships??"
"I did. And Lieutenant Commander Data and Ensign Japan have decided to support me in this. That makes a majority of the members of the Shelf."
Edward turns and narrows his eyes at Japan. Which must have been scary, considering Edward attacked him not too long ago.
"Ensign Japan?"
"As someone who has served in an army, and who supported Commander Riker's decision to run the Shelf like a star ship, I was made an honorary and at the least temporary member of Star Fleet. We are not your enemy, Mr. Cullen, we just want to create rules and regulations for people to follow. We believe it will be safer for everyone that way."
"Really. You want to tell me about safety. Well, let me tell you, after living through World War II-"
I cut in here. This does not need to happen. "Edward, enough. You don't need to bring that into this. But Will, you can't just deny him entry into the Shelf just because he refuses to ask your 'permission to board'. You have to let him on to the Shelf."
"But that's a flagrant violation of our safety-"
"Save it, Will. It's not that I don't care, but it's his home too. Do whatever you want, just don't make him do it too. Edward, go ahead."
"No. I don't want to deal with these morons." He quickly dashes on to the Shelf, grabs a little notebook I didn't even know he had, then runs back over to the window, and begins several hours of alternately staring out of the window, and writing in his notebook. I tried to see what he was writing, but I couldn't really get a good look... but I could've sworn I saw the words "Bella", "love" and "outcast". Because what would Edward be if not an emo?
...
"Commander, are you sure that was the right decision? To not allow him on to the Shelf like that?"
"No. But we humans are almost never sure, Data."
Decides that this isn't the moment to bring up his dissatisfaction with only being an ensign, despite being a country.
